It certainly does, for the non-dwarves, if anyone cares to stick their head down into the opening and look around. So far, I've had the impression that everyone is being cautious around the opening and just looking down into it while standing on deck. To see more than I've already described, someone would have to go down the ladder a bit or kneel down on deck and poke their head into the opening.
There are old barrels and buckets to be found lying around the pier area. I do want to make sure that Eber's warning is clearly noted and understood by everyone. Fires get out of control very quickly. Within a minute or two you would be unable to put it out by pouring buckets of water on it. I think most of your characters, especially those familiar with blacksmithing, would be aware of this. So at least Rolf and Eber would know that there is no chance of just burning off the top deck. You might be able to weaken some strategic locations to make bashing through it easier. But you'll have to be careful.

Let me do some calculations with wood hardness and the "attacking items" rules. Then I can give you some idea of how long your characters are going to find it takes to dismantle the deck or portions of it. And then you can decide how you want to proceed from that.
