They somehow get ahold of instructions for how to prepare for the end of the world. These would be very criptic, though referencing to some specific importand events. Maybe orriginally (a millenia ago) from Asmodeus' sister (her name's, Jazarin or something like that). One of the important events will be happening very soon. It might be something like when Asmodeus will have a chance to increase his sould intake by quite a bit...

Hmm.. problem with this is that Jazirian doesn't really know what Azmodeus is planning. She has theories, one of which is undoubtably correct, but she can't prove it to even satisfy herself. Though, the only thing I could see would be instructions to watch for certain events, and what those events might mean.. and then they should write the information they discovered into a book, and place it in a certain spot at a certain time of year.. If the PCs hang out there, they see a Coatl show up, and if it spots the PCs, it'll probably flee.

Add in earlier information that the Coatl god is more than she seems, and you have something that'll bother the PCs for a while.

Question: if devils are embodiments of lawfulness as much as evilness, shouldn't the 9 hells be a little less chaotic? I would think that a traveler would run into a devil and be given at least 10 seconds to determine his usefulness before being summarily devoured. Yet, in most cases travelers are depicted as being devoured by legions of devils immediatly as in the Abyss.

Ahh.. not so true. There are many spots in the Nine Hells where mortals are welcome.. it just so happens that most of these spots are on the first layer. The second is acceptable for mortal travel as well, but pretty much below that is invitation only. And outside of those safe zones, well.. most Abisha aren't the sharpest knives in the sheds, and they often tend to attack, kill, THEN question...

Especially the Ninth. Any creature, including Devils, caught there without express permission from Asmodeus is killed, no questions asked.

Question: are the whorlspells in Elminster in Hell an actual part of the setting or something that Greenwood make up on the spot.

I'm not familiar with whorlspells being written about in any other book, and I've yet to read Elmo in Hell.. and I doubt I will. Describe what they are, and what they do, and I'll tell you if they should be there or not. (Don't get me wrong, if I say they shouldn't, and you like them, go ahead and throw them in)

Question: What happens to the planar inhabitants when they die? Are the devils' essences munched by Asmodeus or sent back into some devil soul pool to be reincarnated as more devils?

Really, and this goes for almost all Planar Beings.. it all depends on where and how they died.

Devils, if killed while summoned... Nothing happens to them at all. If they are actually somewhere else and killed.. well, they're Dead. Kill them on Baator, or elsewhere, provided they were there on their own free will (And following orders counts as free will), then they are gone. As to where they go.. well.. who knows. I would assume they are re-merged with the plane they came from, in this case Hell, and lose all awareness..

Kill one while it's summoned, and it's reborn in Hell, true.. but the Devil comes back as a nuupperibo. The Higher Ranking ones leave instructions on how to find them again, but sometimes those instructions are "lost". And even then, the High Up has to work his way back up the chain again.. albeit at an accellerated rate.. but that means it only takes him 1000 years to regain his station, not 10,000.

1) Do all the devils in the hells support Asmodeous' scheme to unmake the multiverse? If there are disenters, are they the mainstream or are they few-and-far-between fools who are probably going to get squished and devoured like Sweedish Fish for even thinking the wrong thing?

The only ones who even know what Asmodeus is are those born directly from him, and even then, I'm not sure if they know his plans, and I rather doubt it. The other Devils are completely clueless. Asmodeus's plan is his own, and if the other Devils found out.. they would no doubt rebel against him, and try to stop his plan.

After all, when existance is un-made.. they are too.

2) As you described demons being chaotic and always looking different, would all devils of the same type always look the same?

Exactly. Perhaps looking exactly the same isn't true, there will be slight height and weight variances, but not many. And all abilities and skills will, for the most part, be exactly the same. The only difference is for when Devils choose the path of the Wizard, which irks them in more ways than one. Not only is now a Pit Fiend different than his bretheren (He casts magic spells), but he might lose his own inate powers in the process, in trade for spellcasting abilites. Or, his own abilities might be enchanced. A little bit of chaos in Order.

But, they still occasionally do it. The trade, and a little bit of chaos, is usually acceptable. Amnizu are most likely to be Wizards, followed by Gelugon and Pit Fiends, then Osyluths and Cornugons, and lastly Hamatulas. The others just don't have the brains for wizardry.

3) What kind of interests to devils have invested in other planes (besides the hells)? Do they tend to be more involved in other planes than other outsiders, thanks to their innumerous schemes?

They have quite an interest in the Outlands, for one. At the border, there is a town, as there is with every plane that touches the Outlands. They often send out troops to that town to corrupt the locals. Inside Hell, there is a line of Ghost Towns, from where in the past, they made that one town so evil that it slipped from the Outlands and into Hell. Infinity -1 vs Infinity +1, if you will.

Outside of that, they want the entire Lower Planes for themselves, for obvious reasons. Any Chaotic Plane is their enemy, and you will be hard pressed to find one there, while the Lawful Planes are their allies, and they often try to change them to their way of thinking. Devils in Mechanus are fairly common.
