This is, how you say, not true at all. Check the Improved Power Attack ability. It reads "Beginning at 5th level, a frenzied berserker gains a +3 bonus on her melee damage rolls for every -2 penalty she takes on her melee attack rolls when using the Power Attack feat (or +3 for every -1 penalty if wielding a two-handed weapon other than a double weapon). This benefit does not stack with the normal effects of Power Attack." When using the Power Attack feat. It's very obviously not a seperate, differently named ability; it's a modification of the original feat.

The two stack. They stack exceedingly well, in fact, as the benefits of Improved Power Attack with a two-handed weapon are a direct resetting of the base change rather than any kind of doubling. With a two-handed weapon, Improved Power Attack gives +3 damage for every -1 to-hit, and Leap Attack triples that. So, as the base bonus is 3 and Leap Attack multiplies it by 3, you'd get 9 damage for every -1 to-hit.
